Pro Annual credits and top-up packs never expire. Pro Monthly gives you 50 fresh credits each month, so use them within the month. Credits you have already been given are never taken away, even if you cancel.
Yes. Change plan any time in your App Store subscription settings; Apple handles the switch and any proration. The credits you already have stay in your account.
